Qualifying Conditions
In order to be eligible for Medical Cannabis use in PA, individuals must be residents of the Commonwealth of Pennsylvania and be certified as having one of 23 Pennsylvania Medical Marijuana Act
designated “serious health conditions”.

- Opioid use disorder for which conventional therapeutic interventions are contraindicated or ineffective, or for which adjunctive therapy is indicated in combination with primary therapeutic interventions.

Under Act 16 of 2016 (the Pennsylvania Medical Marijuana Act or the Act), the term “medical marijuana” refers to marijuana obtained for a certified medical use by a Pennsylvania resident with a serious medical condition and is limited by statute in Pennsylvania to the following forms:
- Pill.
- Oil.
- Topical forms, including gel, creams, or ointments.
- A form medically appropriate for administration by vaporization or nebulization, excluding dry leaf or plant form.
- Tincture.
- Liquid.
Studies have shown that medical marijuana can assist patients suffering from certain serious medical conditions by alleviating pain and improving their quality of life. What is a “serious medical condition” under the Act? The Act defines a “serious medical conditions. See all qualifying conditions listed.
All initial certifications and recertifications are a flat fee of $125 annually.
Unfortunately, insurance does not cover certification or medical cannabis fills at dispensaries.

Visit www.pa.gov and click on Pennsylvania Medical Marijuana Program:
- First, visit the Patients and Caregivers Registry and create a patient profile in the Department of Health’s patient and caregiver registry.
- Next, obtain a physician’s certification that you suffer from one of the 17 serious medical conditions (see below).
- Then, return to the Patient and Caregivers Registry and pay for a medical marijuana ID card.
- Obtain medical marijuana from an approved dispensary in Pennsylvania.
Complete the CannabiCare physician certification registration.
